Mary Barra has actually hinted at this in the past. Essentially, GM would build a separate company to sell electric products. When the end comes for internal combustion products, GM would transfer their flag to the “new” EV company, and sunset the old one.

GM rebadges every EV as a “Saturn” in Florida.

The Z06 I can almost forgive for not having a manual since the whole raison d’etre is to be a track weapon. Fine, paddle shift it is for that purpose.

But I believe what you’re finding the C8 is missing is a manual transmission.
