We (and allied states) have boarded or turned back ships from North Korea before. A freighter can’t outrun a warship, and they certainly can’t outrun a helicopter, so there’s little they can do unless the North arms them (and if they did fire on us, we’d probably just sink the ship). Regardless it’s not worth the risk
