Well the last time they tried to catch people out like that, they got thoroughly embarrassed and ended up going to the dark web to finally find someone willing to make them a sale.

I’m as ardent a 2nd Amendment defender as they come, but I see no issue with saying that with a right you bear a certain amount of personal responsibility, and if failing to bear that responsibility adequately causes another’s rights to be infringed upon in some way, there should be repercussions for that. As much as I don’t personally care for the idea of government controlling healthcare, I do have to concede this point. It would give more people access to mental health resources, which at this point I’m starting to believe is desperately needed.

You’ll get no argument from me on that. If your negligence causes harm or death to another, you should be responsible for that under the law. 

There are or should already be penalties for such negligent acts, but obviously it depends on the laws in your state. A suspension of their concealed pistol license for a period of time would seem to be the minimum necessary punishment.

How would you ever enforce universal background checks without one? You’d have no way to know when or how many guns changed hands on the private market if people don’t self report.

Won’t pass the Senate, and background checks on private sales is entirely unenforceable. But hey, gotta signal that virtue! Too much to ask that they take steps that would actually reduce gun crime. And before anyone asks, here are some things they could do that would have imminently more effect:
