Personally, I would say that if you currently don't have any of Nintendo's handhelds, ignore the DSi, but the DS can be considered and defintely the 3DS (depending on what you want to do with it. The 3DS is a much better ramped/improvement to the DSi, BUT if you want to go further back cartridge-wise to the GBA games…

My big question is, since I don't really have wifi to speak of at home or usable wifi at work, if I would be able to take my DSi to a location (i.e. store, library, coffee shop, etc) with free wifi access and get on to the Global Link (and into the Dreamworld) using the DSi's onboard Opera internet browser.

Not really from me. I'm not one to really sink into a game, I prefer games I can easily pick up put down and pick back up and switch in and out with. I'll occasionally play "regular" games (i.e. FF Rings of Fates), yes, but for the most part, Sony just doesn't cater to the stuff I like.
@campbell000: Not that I go running around looking for facts and figures or anything, but I kinda get a small impression that game handhelds (might? should?) do better in places where public transportation is a huge part of their society/lives.
