This is actually a huge problem for people who leave fundamentalist communities. The parents keep documentation hostage so ex-fundamentalists have no way to prove their identity. In many cases it was a home birth and there's no birth certificate.

it’s ID or if you are “personally known” to the notary (at least, in Texas). So if you have $70 for a friend to become a notary, this is possible. I’m not saying this is feasible or even not ridiculous. But...Just leaving this info here, for anyone who may want it, for whatever reason.
The voter ID laws are motivated solely by disenfranchisement, but I think this highlights serious issues even without considering voting rights. She’s locked out from being able to do lots of things, not just voting, because of this crazy catch-22.
