The “all expenses covered” part isn’t entirely accurate, but it’s pretty safe to say that by the time you look at it all, the taxpayer picks up a pretty sizable tab every time the president travels.
It’s legal, and to some extent, it’s a requirement - the specialized communications equipment and other fittings have to travel with the president.
Guess it’s a good thing there can’t possibly be anyone with a legitimate need for pain medication that might find it a tad inconvenient to go to the hospital every 4 hours to take a dose.
