Donner blatantly included glamour shots of the World Trade Center and Statue of Liberty, so it was worse than just not having the tools.

A lot of Gotham City was based on the dirty rotten New York City of the 70s and 80s. Real life NYC cleaned up a lot since then and I think a lot of adaptations want to keep with the GC=NYC representation.
