Because he doesn't understand the characters and vehemently dislikes the source material and happened to get lucky on a couple of scripts and storylines. DoFP is also not that great of a movie but it centers on Wolverine and at least has somewhat of a plot.
I'd say it's definitely a better movie than Apocalypse, but I don't know that it's more enjoyable other than the final fight. Apocalypse has a couple of cool scenes, but isn't much of a movie, but it's a little more fun.
Don't forget that the shoehorned Caliban into this movie and also Logan for some reason.
