No. These things are running all the time, while the cop is just driving around. They scan EVERY license plate they see, not just those suspected of doing something wrong.
It’s not about an expectation of privacy, it’s about being pulled over and harassed for any variety of reasons when you haven’t done anything to break the law. This is just another reason for cops to pull people over to violate 4th amendment rights when they don’t really have probably cause.

You know the interesting thing about your last point is that Tesla has refused to learn from 100 years of previous mistakes in the manufacturing process. It remains to be seen whether Rivian will make those same mistakes or learn from experienced professionals. It doesn’t have to emulate Tesla in this regard.
