That’s a nice vision. However, walkability and bikeability will generally come with higher-density communities. If in those higher density communities that already exist, a comprehensive holistic approach were taken, that could make sense.

It can be a very painful process. However, for anyone that doesn’t think it is necessary, they simply need to take a summer trip to SoCal. Head east from LA and look at the air over the I.E. in San Bernadino county. For some people it will be the first time they can see and taste air. 

Plus, they care so much about emissions/smog that they tend to ignore the safety of vehicles and the basic attention to working lights, treaded tires, and adequate brakes.
