It doesn’t really work like that though. The powers that are good at level 10 are only fractionally worse at level 1, and the powers that suck at level 1 always suck.
Just to be clear, the NG+ stuff only gives you a weak ship, an outfit that’s only useful in the early part of each run, and marginally enhanced powers. It’s completely optional and just meant for when you decide to come back to do another playthrough a few months down the line.
No, it’s not on purpose. You’re supposed to be able to get all 24 powers in a single run, including the first run, and max out all temple powers by NG+10 (ie. the full 24 temples each run, every run).
Would be a cool side quest though, some scientist/engineer has created a network of cell towers and satellites that allow people to at least talk across a solar system and needs to activate it.

I feel the similarly about the Steam market. It’s pretty notorious for money laundering, you still hear stories sometimes of people selling a trading card or a worthless CSGO weapon and getting $1000+ for it because a launderer or money transfer fucked up and bought from the wrong person.
