Yep, it comes down to "Gut Grinder" or "The Witch's Garden" for me in terms of a season one low-point. The first time I watched "GG" I barely laughed at all, which was a huge deal for the show back then.

…whereas "The Jiggler" holds a spot in my own heart as one of my fave season one episodes. It lays out pretty plainly the kind of righteous heart Finn has by just how quickly he assumes the protector role with the lil guy, and how freely and unashamedly he admits to loving it. Love is an element of Finn's character

Given the description of the plot, this seems more like an homage to the concept of homage.
