Stellaris did something similar to this by having rogue AI create their own civilization. There are events in the game that allow the player to live in peaceful co-existence with the AI but if the player opts to trash diplomacy, that AI will become permanently hostile towards the player.

I think you can play Skyrim on the Vita via Remote Play. Skyrim on the PS4 should have this support built into it already.
