Mirrors are refective. Stop signs are retroreflective which is why they appear to light up themselves.

Traffic signs and usually road markings are retroreflective. They bounce light back to the source rather than diffuse it (like a matte finish does) or bounce it at an angle (like a mirror does) which makes the sign appear to be luminescent itself.
