It probably isn't CRIMINAL neglect in this case either. CPS involvement doesn't necessarily mean someone is being charged with a crime. Often, it just means a social worker will go speak with the parents about why the problem is a problem and help them come up with a solution.

Actually, you can. You may have to put them in time out for awhile first, but once they calm down, they are perfectly developmentally capable of listening to reason. Thing is you have to actually be willing to try this without giving up. "Oh well, this is taking too long, I'll just hit them instead."
That is not the case. No one would be arrested for that. Arrests only take place when there are visible marks like bruises, welts, and cuts.
Nope. In most states, you can use open hand, belt, spoon, etc. for what is called "spanking in a reasonable manner." If it leaves marks that last a day, bruising, welts, cuts, or other injuries, then it is abuse.

You can believe whatever your want, but evidence to the contrary is so prolific that even in my child development text books specifically said that spanking is damaging to children and there are zero long-term benefits, only long-term consequences.
I work for the child abuse/neglect hotline in my state, and I can confirm that this is a deeply frustrating waste of time and resources.
