I'm well aware of one being a federal tax and one being levied by the state, but that makes no difference to the guy paying the $100 tax or reaping the benefit of the $7500 incentive. He has but one pocket, just like the rest of us who fund it.
$100 a year? Well, I guess that means in just 75 years that you would have paid back that $7500 of tax payer funded money that you got when you bought the electric car. Who is getting screwed here?

Cheap is always good. I like to swap between blue and gold so that I can tell when I get to the new stuff when doing a fluid change. The blue stuff can stain the reservoir, but few care about that.
Driving through the dining room at that speed? This is why you can't have nice things.
