I figured that it has some kind of interlock for the reason that you mentioned, but the fact that the tech can't get it to release manually makes me think it may be something else.

I don't know how the charging cable's plug is configured on the Tesla, but this is the internet, so allow me to make assumptions! My guess as to what wen't wrong was a loose connection between the contacts on the plug and car and that they have welded themselves together. I guess we'll see.
