They explained in a dev talk sort of thing that the game would start with him joking, but once Angel died he would get a bit more serious. They did say they did have him still making jokes but it didn't fit with how the story was going.

I liked the missions he gave you on Eridium Blight, jumping off the cliff, take flowers to his grandma, very funny stuff.

I feel like Jack was set-up to be one of those initially evil psychopaths, but whose intentions meant well, esp considering some of the mild backstory you could get from the audio logs, but then it just never happened.....
