Is he declawed? Cats often pee on clothes when it hurts to stand in litter, and this is really common among declawed cats. You can try wheat litter; that is much softer on paws. my cat growing up peed on stuff when his literbox was in anyway compromised - like if something new was put too close to it or I changed the liter to a different brand. If he just recently started doing it, maybe look for things that changed and switch it back?
