Amtrak has allotted time when they have priority (ie when the train is coming through). The freight line has priority every other time.

I have no issue with the government running Amtrak. It should be a government entity. I don’t think this song and dance they have done for the past 40 years is all that effective. It’s just a problem of infrastructure and the sheer size that the RR needs to cover. And, that ultimately makes it unprofitable.

Are we really going to make such a sophomoric comparison. The US heavily invests in its highways and the evolving infrastructure has built itself around that notion.

It’s not Amtrak’s rails. Private companies are in the business of making money. Many RRs just bend over and take it from Amtrak. If you’re up for a legal read, take a look at DOT v AAR. Amtrak practically writes legislation giving them right of way on privately owned lines.

Amtrak is a burden to freight lines. It’s a shame Amtrak has priority on the lines and can fine the freight RRs if the train didn’t make it in time. It is just a mess.
