The story and characters are definitely a driving force, but I don’t think they’re the centerpiece. The immersive world is what drew me in, and I say this as someone who played the games for the first time when the remaster came out in 2018.

I’m with you. I concluded pretty early on that Cuphead isn’t for me, and I watched somebody else play through the whole thing so I could appreciate the art and music at least. Is it optimal? No. I wanted to enjoy the gameplay too.
I would be much more accepting of higher prices if it meant that developers got to go home after eight hours and see their families, or if they weren’t rewarded with unemployment after launching a successful title. Right now though, these price hikes put more money in the pockets of CEOs and shareholders, nothing else.
