I would suggest looking at St. Louis County. The cost of living is very reasonable, and services for kids with disabilities are well-funded. It’s also a reasonable drive to Ohio and to Kentucky if you want to make visits.

Hillsboro is also only about a half hour outside of portland proper, meaning you would have access to the sorts of care a large metropolitan center could provide for your son.
It may be a very good time to move to Hillsboro right now as well, it’s still growing so housing is relatively affordable. Once they run out of building room that’s when the prices will go way up, like in SF and silicon valley.

The willamette valley in Oregon, which contains all the major cities and I-5 also contains a vast majority of the population and leans very liberal. Something like that would never ever pass at the state level thankfully.

Portland Metro has gotten expensive in terms of housing. However if you want to be in a blue region of the state, might look at Salem/Keizer or Eugene/Springfield. In Central OR, Bend if fairly blue but most of eastern OR is extreme RED, as is a lot of western OR outside the Willamette Valley.
