Yes, CBS was definitely responding to audience demands with things like their Magnum, PI, reboot and not just saying “what IP do we have access to that we can possibly ring another dollar out of?”

Elspeth, on the other hand, is an exhausting character even in a supporting role. CBS must feel like they’re low on options if they want to put her at the center of a show.
Peacemaker is easily the best thing to come out of the DCEU, so yeah, it’s sticking around.
