Honestly? They’ll probably change the rules in the off-season. But it’s easier to just waive your hands and say you can’t do it because of X reason now instead of having to do a formal rule change in the middle of the season.

Hot take, but they are right to ban this kind of play. With the targeting rules as they are in the NCAA, players are (as they should be) gun-shy about clobbering a dude just standing there defenseless.
