I don’t consider that honking in anger. That’s a clearly distracted driver and falls under the law (at least in Illinois) of honking in the case of insuring safe operation.

As many others have pointed out, at this particular interchange it’s probably NOT okay, so my bad. There are times when it IS okay, though, and I assumed this was one of those ‘empty exit just ahead but traffic is backed up’ times (we get those a bunch around Chicago).
