Vast majority of cars it’s very very true. Air resistance roughly squares with speed. That doesn’t get better with speed. 40-50 is generally the sweet spot.

I can make a case that you keep one or maybe two loaners for such usage. And suck it up if you get hit with 3 service dogs in a day. A quick vacuum might not be enough if the next person is highly allergic etc.
