You’re assuming they did adequate preparation over decades. The reports indicate that isn’t true. Power oligarchies are as bad as the fossil fuel industry itself (mostly one and the same) also, see TX power grid.

I’d say they have the expertise, especially at fixing things to moderately workable condition. Money and build quality is definitely something to worry about.
