Doesn’t 3DTouch utilize a new layer of sensors that aren’t built into the earlier handsets? If so, then it wouldn’t be Apple just being capricious - it really CAN’T work on the 6/6plus or earlier.

Unless they’ve figured out a way to include multiple versions of each glyph and randomly produce, say, a different ‘s’ each time from amongst 3 or 4 instances, the regularity of the letterforms becomes obvious very quickly...undermining the illusion of real handwriting.
