One lady up by me has been driving her ZR1 every single day this winter. We pass each other on the same road each day. And Chicago's winter has been anything but friendly, especially with all the fucking salt.

Not on the same level but I had a car stolen in Chicago. The next day it was found and towed to an impound lot where it sat for 29 days @ $100/per fees. I was informed on the 29th day to come claim it and pay the $3k bill. Why on the 29th day? Because after 30 days the insurance company considers it lost and totalled.

Why would it get towed to a spot where it would continue to accrue parking violations?

Rule #1 of being a passenger on track: KEEP YOUR HAND(S) INSIDE THE CAR AT ALL TIMES. That person is lucky it was a slow rollover or else their hand would have been crushed or removed completely.
