If the proportioning valve is doing what it’s supposed to do, it’ll apply equal pressure to front and rear at low braking loads. Then as pedal pressure increases, front bias increases with it.
As to how well the braking system of most cars actually accomplishes this, I’m honestly not sure. Maybe they’re actually bad.
