So I take it this implies that the reason GoldenEye's polygon count was so limited was that the developers, not knowing what the finished N64 would ultimately be capable of, decided to take the low estimate.

I think the thing is that the word "complex" is often equated with "intelligent" thus making anything else sound like "unintelligent" in comparison. So yeah, it's all about connotations.
