You should've stuck with "the NE" as you used in first reference, because "the Northeast" does include NYC, Philly, Jersey (and if you're talking about the NFL, DC and Dallas). But New England is a well-defined term, and it does not extend west of the eastern border of New York State or south past Long Island Sound.
