The class I took in VA was way more involved than number 10. Tons of class time and then a very anal driving instrcutor. hands had to be 4 and 8 and with no one handed stuff and we had to do the whole wheel shuffle for turning to.

The only area in VA that requires emissions testing is in Northern VA. So that means that 90% of the rest of the state does not get those letters.
