Sports clubs in the U.K. are nearly always funded by the clubs themselves. At lower levels, clubs may get lottery funding (a percentage of money generate don’t by the national lottery is earmarked for sports, arts etc.). At higher levels, clubs make the money back through naming rights and other sponsorships deals.

Apart from the fact that the really dangerous tackles in football are illegal in rugby.

As a Brit living in NZ where rugby is king, it seems obvious to me that the tuckle in rugby is significantly safer than in football. You have to wrap the guy up, you can’t tackle in the air (a tip tackle is a red card) and if you do make contact in the air it is YOUR responsibility to make sure he lands safely.
