Tackling in the air is a part of football so I don’t think you could do away with that. But outlawing tip tackling and punishing it regardless of intent has done a lot to eradicate it from the game. What’s interesting is that even in NZ, there is a shift away from rugby towards soccer in younger age groups. I’m currently coaching my son’s under 8 rugby team and we have about fifteen players. The corresponding soccer team has THREE times that number.

Damn, meant to say that soccer was actually the original name for our football and comes from association football as opposed to rugby football. So people have been confused about what football was since way before US football was invented!

I agree but is there enough of a consensus to do something like that? There's also the rule rugby has that you are responsible for the safety of a player you are tackling if you take him off the ground or out of the air. Tougher to implement that one.
