That’s is absolutely false, overbooking is a tactic to make sure airplanes are always full based on calculations of people being late/missing a flight/changing plans/accept the offer of taking a different flight. It has nothing to do with overbooking because in that case the ticket has been issued. 

That’s literally squatting, there are limited seats available and you’re holding them up causing an increase in price to other customers, you’re not taking advantage of the airline but hurting the other passengers.
