Honestly, I re-read the comment, and I'm not sure he is talking about the parents of the perp. In the first paragraph he specifically mentions the parents of a 14 year old, which is the age of the victim.

You already have a Dragon Quest on there, but my suggestion is DQIV. The way the story is broken up into chapters, with a different group of characters introduced in each chapter, gives each character their own time in the spotlight, and also explains why new characters are as powerful as they are when they join you.
