Even worse are the cars without DRL but have a nice bright instrument panel and a dense steering wheel holder that doesn’t notice they have no lights on.

The one thing I’ve never understood about DRL’s: why not just have all the lights on all the time if you’re doing the headlights anyway?  I don’t think anyone would complain about tail lights on during daylight hours. 

The IIHS should also add vehicles to this list which do not have an automated headlights on feature. Following a car with no tail-lights is troubling, especially on unlit roadways.
