I’m not sure it’s as simple as “ceding” states - many states have enacted voter suppression tactics at all levels of government (e.g. gerrymandering by the legislature, decisions to close polls in key neighborhoods by BOEs/SOSs, etc.) that have forced those states into going red for many years.
