I think that the “policy” that the security person was trying to uphold is one that states that manual laborers (janitors, maintenance people, etc.) and deliveries are supposed to enter via the loading bay. I think you misread - the story doesn’t say that he’s a 21-year old kid with prior military service, it states that he was a “21-year veteran of the force”. I.E. he’s been a cop for 21 years, so very much not a brand new officer
