The story probably happened in a time and place when there were unlocked doors and roll up windows. Not everything in this world has happened in the precious little environment you call your own.

I agree with your overall sentiment about nanny-stateness. This self-driving car thing, I think, will ultimately be determined by economics, not altruism.
