Even more of a shame in nowadays TV programming is that shows don't get the time to develop their premise anymore. It HAS to be instantly good, with characters completely established right out of the box and actor chemistry to boot or it gets canned.

The inmates at that point are struggling with a desire to do what they want aka riot and a respect/fear for authority. They are weighing their options, but then the illusion gets shattered when Gordon drops his authorative act and runs.
The music and the 'forget about it' really sold it for me.
Although the 1940s setting was supposed to be enhanced by the jazzy music, for me the Caro Emerald song (the one at the beginning of the episode) pulled me right out of the immersion.
