The whole concept of statutory rape is a minor’s consent is questionable and since they’re younger they’re vulnerable to predatory adults who'd look to use their perceived authority to coerce a kid into giving "consent" because they trust the adult.

Why does it matter? Developmentally, 15 and 20 are wildly different. The 15 year old is barely in high school and the 20 year old is finishing or already out of college if you want to just look at the stages of life. Also, it is in fact wildly illegal in pretty much all countries.
