My clanmate has been doing this on every character since DSC launched, and still hasn’t gotten it. That’s about 30 completions (out of the 200+ he’s done total). 

Seriously. I mean, they already had that awesome Survival mode in Division 1 where you basically had a semi battle royale gametype of getting to the middle of the map to reach a helicopter, whilst staving off deadly frozen temperatures AND finding meds to fight off your infection. Would’ve been great if they somehow

I know you haven’t played Destiny 2 in a while, but... this is pretty widespread information for Destiny 2 players. Did no one at Kotaku HQ say “Hey, I think everyone discovered this when they introduced Collections back in 2018, so... maybe this isn’t newsworthy anymore”...?

Agreed. Personally, I thought rewarding us with something like an Ascendant Shard would be a bit better. That or just remove that weird Exotic Cipher limit. Or let us choose between those two rewards.
