I liked it, I did. The prose was written to entertain and amuse, not to astound. Lethem's book is supposed to be interesting and fun. So maybe it fails for you on that account, but not so much on the account from which you're drawing.

This is starting to feel like La Jetée meets 24.

I find it mildly distracting that the main character is named Aidan, because that's my name, and it really stands out when people call Sam Witwer Aidan.
