As an engineer, I can agree. When you say "rate of speed" what you're actually talking about is acceleration. Acceleration is the rate at which your speed changes. Speed is just velocity. It is an instantaneous measurement, there is no rate.

Yes a new set of all seasons would probably be better in the snow than a bald set of winter tires. But what I was saying is that if you start out with a new set of winter tires and a new set of all seasons and you swap them each season, they're going to last longer than just the all seasons.
