Assume that negotiating for a higher salary is the gender-defined difference. In that situation, why is such negotiating even allowed? If it’s all about negotiation and not about job qualification, then the people getting rewarded are not being rewarded for their actual merits related to the job, are they?

Remember, these numbers are for people in the same positions and at the same education and experience level. These statistics have been controlled for, the only defining characteristic is gender.
