The theory is that if every input is applied for every player on the same frame, then the state of the game will be the same for all the players. Thus, avoiding having to write any sort of latency-hiding netcode.

They did frame-sync multiplayer: The least-friendly-to-any-amount-of-lag form of netcode. It is especially terrible at scaling for each player in the session (beyond the second player).
