Just mandate automatic headlights/taillights. Most cars have them anyway and all is needed is light sensor, the same kind that comes on 10$ Christmas lights timer.

Whatever law that allows DRL’s to be installed without automatic headlights. Probably the same one that allows cars to turn on their wipers without turning on the headlights with them, and allows red turn signals.
