Running CM10 on my One X and it works. I know some JB Roms (including older CM builds) have bluetooth issues, so it's possible that was the issue. :(

Depends on the phone. If your phone supports OTG cables (SGS3 does) then no you don't have to root and you can use the cable. But if your phone does not, then yes root is required.
